Life Event Link Not Visible

Issue Description:

The user is unable to add a life event because the link to do so is not visible. This issue prevents the user from updating their personal information and needs to be resolved promptly.

Steps to Reproduce:

Navigate to the Oracle Cloud Benefits module. Go to the Life Events section. Attempt to find the link to add a new life event.

Expected Behavior:

The link to add a new life event should be visible and accessible.

Actual Behavior:

The link to add a new life event is not visible.
