Unable to Access Benefits Plan for FSA Program

Issue Description:

**Issue:** Unable to access the benefits plan for the FSA program.

Details: I only have two days to complete my open enrollment. Please assist and make sure that I am able to select the FSA plan as part of the open enrollment process.

Steps to Reproduce:

Navigate to the Oracle Cloud GL benefits module. Attempt to access the FSA program benefits plan. Try to select the FSA plan as part of the open enrollment process.

Expected Behavior:

Users should be able to access and select the FSA plan during the open enrollment period.

Actual Behavior:

Users are unable to access the FSA program benefits plan.
